World leaders gather for 80th UNGA session; Global governance, Palestinian state under spotlight

Nearly 150 heads of state and government are expected in New York this week, alongside thousands of officials and diplomats, as the United Nations General Assembly (UNGA)'s high-level week commences at a difficult time in the organization's 80-year history.

The General Debate, will start on Tuesday, when representatives from each member state will speak on various issues.

This year marks the 80th anniversary of the UN, lending exceptional significance to this gathering, according to Chinese analysts. However, a sense of urgency and crisis seems to have cast a shadow over the celebratory mood amid mounting global challenges such as the quest for a peaceful resolution to the Palestinian-Israeli conflict and pressing calls for revitalized multilateral action and global governance.

According to UN News, the high-level period kicks off on Monday with a full day of summits and commemorations, including the 80th anniversary of the UN itself, an SDG (Sustainable Development Goals) Moment and marking 30 years since the Beijing world conference on women. Leaders will also take part in the high-level conference on the peaceful settlement of the question of Palestine and the implementation of the two-state solution, the UN News reported.

Let this be a week of solutions, UN Secretary-General António Guterres said on September 16 when expressing his expectations for the UN's 80th anniversary and the high-level week of the General Assembly. Guterres noted that he hoped for peace — in Gaza, Ukraine, Sudan, and beyond — and for a pathway to a just, lasting peace in the Middle East based on a two-state solution.

Ahead of the general debate of the 80th session of the UNGA (Tuesday-Saturday), recognition for the State of Palestine is gaining momentum as several countries, including the UK, Canada and Australia, announced on Sunday the recognition of the State of Palestine.

Israeli Prime Minister Benjamin Netanyahu vowed a response to a number of countries recognizing a Palestinian state, according to multiple media reports on Sunday. And I have another message for you. It will not happen. There will be no Palestinian state west of the Jordan River, Netanyahu claimed in a video statement, according to the Associated Press.

Wang Jin, an associate professor at the Institute of Middle Eastern Studies at Northwest University, believes that Israeli political leaders have repeatedly publicly denied the possibility of establishing a Palestinian state, a stance that contravenes the international consensus and widespread aspiration for a resolution to the conflict.

Also, the severe humanitarian crisis in Gaza has compelled the international community to feel a sense of urgency to respond, Wang said.

The recognition of the state of Palestine by more countries not only affirms the historical legitimacy of the Palestinian people's right to exist but also upholds the authority of the UN-centered international system, Zhu Weilie, a professor of the Middle East Studies Institute of the Shanghai International Studies University, told the Global Times on Monday. This reflects the shared will of the international community to promote a just resolution to the Israel-Palestine conflict, Zhu said.

Both the Chinese experts believe that the current Israeli-Palestinian situation highlights the deficits in global governance, and the improvement of the UN on efficiency and effectiveness must adhere to the principles of multilateralism and align with the widespread expectations of the international community, thereby enhancing the core effectiveness of the United Nations in global governance.

At a time when the world is entering a new period of turbulence and transformation, and global governance has reached a new crossroads, China has put forward the Global Governance Initiative (GGI), offering a timely and concrete path forward, Wang Huiyao, founder and president of think tank the Center for China and Globalization (CCG), told the Global Times on Monday.

At the recent Shanghai Cooperation Organization Plus Meeting in Tianjin, Chinese President Xi Jinping proposed the GGI, according to the Xinhua News Agency.

Chinese Premier of the State Council Li Qiang is scheduled to attend the general debate of the 80th session of the United Nations General Assembly in New York from Monday to Friday, a Chinese Foreign Ministry spokesperson announced last Friday. While in New York, Premier Li will also attend events held by China, including the high-level meeting on the Global Development Initiative, and meet with the UN Secretary-General and leaders of relevant countries, according to the spokesperson.

Chinese Foreign Ministry spokesperson Lin Jian stated Friday that Premier Li Qiang, in the upcoming multilateral and bilateral events, will elaborate on how China views the current international landscape, major global issues and the work of the UN, and share in detail China's domestic and foreign policies as well as the Global Governance Initiative and other important visions and proposals.

Through this trip, China hopes to join all parties in renewing the founding mission of the UN to reaffirm the commitment to the purposes and principles of the UN Charter, revitalize the UN's authority and vitality in the new era and enable the organization to play an even bigger role in safeguarding world peace, promoting development and building a community with a shared future for humanity, according to the spokesperson.
